About the Global Digital Capacity Building Alliance (GDCBA)

Origin: Conceptualized and launched in February 2026, by the Capacity Building Commission (CBC) during the India AI Impact Summit 2026 in New Delhi, in collaboration with the Department of Personnel and Training (DoPT).

Institutional Architecture: Operates as a global multilateral platform anchored by CBC and the National Centre for Good Governance (NCGG), bringing together national governments, multilateral development banks, civil service colleges, and digital governance ecosystems.

Global Footprint: Engages with over 10 partner nations, including bilateral rollouts such as deploying the iGOT Karmayogi digital platform for civil servants in Mauritius under the India–Mauritius Enhanced Strategic Partnership, and specialized disaster management leadership programs for Sri Lankan civil servants.

Key Global Partners: Collaborates with institutional partners including the World Bank, Bill & Melinda Gates Foundation, UNICEF, The Commonwealth Secretariat, BRICS/FICCI, Asian Development Bank Institute (ADBI), Observer Research Foundation (ORF), Apolitical, and Nalanda University.

About Capacity Building Commission (CBC) 

It is an independent body established by the Government of India under the National Programme for Civil Services Capacity Building (NPCSCB) – Mission Karmayogi. 

Origin and Institutional Framework

  • Establishment: Set up in April 2021 as an independent body with financial and executive autonomy.

  • Nodal Ministry: Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions.

  • Composition: Consists of a Chairperson and two Members, supported by a secretariat. It brings together a mix of experienced public servants, academics, and private sector experts.

Core Mandate and Functions

  • Annual Capacity Building Plans (ACBPs): Assists ministries and departments in preparing data-driven training plans tailored to their specific functional needs.

  • Standardising Training Ecosystem: Harmonises training standards across all Central Training Institutions (CTIs) (e.g., LBSNAA, SVPNPA) to ensure uniform quality.

  • National Capacity Building Framework: Formulates policies related to institutional capability, individual skill development, and a competency-driven approach.

  • State and Local Collaboration: Coordinates with state governments to scale capacity-building frameworks down to the grassroots administrative levels.

  • State of Civil Services Report: Prepares an annual report tracking the progress, gaps, and transformations in civil services capacity across departments.

Relevance to Mission Karmayogi

The CBC serves as the operational engine of Mission Karmayogi, transitioning civil services from a "Rule-based" to a "Role-based" system.

  • Competency Mapping: Shifts the focus toward mapping individual roles to required competencies (behavioral, functional, and domain-specific).

  • iGOT-Karmayogi Platform: Oversees the creation of high-quality digital learning content for the interactive online platform, enabling continuous, anytime learning for over 46 lakh central employees.
