The Reserve Bank of India (RBI) released the results of September 2026 Rural Consumer Confidence Survey (RCCS), revealing that rural consumer sentiment weakened for the sixth consecutive survey round.

What Is Rural Consumer Confidence Survey (RCCS)?

It is a bi-monthly survey conducted by the Reserve Bank of India (RBI) to gauge economic sentiment, employment views, and spending patterns among households in rural and semi-urban areas

The RCCS collects qualitative perceptions of current conditions (relative to one year ago) and one-year-ahead future expectations across six core parameters:

  • General Economic Situation

  • Employment Scenario

  • Household Income

  • Price Level and Perceived Inflation

Inflation Expectations Survey of Households (IESH)

• Benchmark: Reading below 100 indicates net pessimism.

• Status: Urban CSI dropped to 87.9 in September 2026 from 88.3 in July 2026. Rural CSI fell for a sixth consecutive round to 90.6 from 91.7.

• Measures one-year-ahead expectations regarding general economic outlook, employment prospects, future income, price levels, and discretionary spending intentions.

• Benchmark: Reading above 100 indicates net optimism.

• Status: Urban FEI slipped to 113.5 in September 2026 from 115.3 in July 2026. Rural FEI eased to 112.8 from 113.6.

• Captures quantitative median perceptions and expectations of inflation across 19 major urban centers for current, three-month-ahead, and one-year-ahead horizons.

• Current perceived median inflation increased to 8.4 per cent in September 2026.

• Three-month-ahead expectation reached 9.9 per cent, while one-year-ahead expectation surged to 10 per cent.

What Challenges Are Escalating Rural Inflation Pressures And Impairing Purchasing Power?

Stagnant Real Wage Growth and Income Contraction: Rural employment net response stood negative at -10.5, while income sentiment fell to -9.9, as 30.5 per cent of households experienced income declines versus 20.6 per cent seeing gains, eroding real household purchasing power.

Cost-Push Transmission of Essential Commodities: High out-of-pocket expenses on essential categories—where 89 per cent of households attributed higher LPG spending and 73 per cent attributed higher fuel spending purely to price hikes—squeezed disposable incomes.

Monsoon Asymmetry and Weather Shocks: Below-normal monsoon rainfall under El Niño conditions—with cumulative rainfall 43 per cent below the Long Period Average (LPA) in late June 2026—imposes supply risks on kharif crop output and agricultural earnings.

What is the Way Forward for Strengthening Rural Demand?

Expanding Wage Employment and Rural Safety Nets: Strengthening statutory allocations under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and expanding non-farm employment schemes will provide vital income cushions during agricultural lean seasons.

Climate-Resilient Agriculture and Irrigation Infrastructure: Scaling up micro-irrigation investments under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and promoting climate-resilient crop varieties will insulate farm yields from erratic monsoons.

Proactive Supply Management and Food Price Anchoring: Maintaining foodgrain buffer stocks under the Essential Commodities Act, 1955 at 4.4 times the prescribed norm ensures effective market interventions to curb retail food inflation spikes.

Targeted Credit Access for Rural Micro-Enterprises: Enhancing formal institutional credit under the Credit Guarantee Scheme—which raised collateral-free MSME loan limits from ₹10 lakh to ₹20 lakh—will spur non-farm entrepreneurship.

Conclusion

While rural families continue to spend on daily necessities, sustained long-term growth requires improving real incomes, expanding non-farm employment, and anchoring essential inflation.
