About Sone River

Source: Originates near Amarkantak in the Maikal Hills (Anuppur district, Madhya Pradesh), just east of the headwaters of the Narmada River.

Major Tributaries:

Right-Bank Tributaries: North Koel River, Kanhar River, Gopad River, and Rihand River.
Left-Bank Tributaries: Ghaghar River and Johilla River.

Course Through Central and Eastern India: Traverses a total length of approximately 784 kilometers across four states: Madhya Pradesh, Uttar Pradesh (Sonbhadra), Jharkhand (Garhwa and Palamu border), and Bihar.

Major Right-Bank Tributary of the Ganga: The Sone River is the second-largest southern tributary of the Ganga River after the Yamuna River.

Peninsular River Characteristics: It is an ancient peninsular river system characterized by high seasonal flow variations, carrying heavy monsoon discharges and experiencing lean winter-summer base flows.

Significance of Sone River 


Sone Canal System: Feeds the extensive Sone Canal System (first commissioned in 1874) through the Indrapuri Barrage at Dehri-on-Sone in Rohtas district, irrigating over 16 lakh hectares of fertile agricultural land.

Sustaining Bihar’s "Rice Bowl": Provides life-saving irrigation water to the Shahabad agricultural belt (Rohtas, Bhojpur, Buxar, Kaimur, Aurangabad, Arwal, and Patna districts), making it the primary food basket of Bihar.

Urban & Rural Drinking Water Security: Supplies domestic drinking water to millions of residents across Patna, Sasaram, Dehri, Ara, and Medininagar (Daltonganj in Jharkhand).

Thermal Power Generation & Industrial Cooling: Supplies cooling water to major super thermal power stations along the Sone-Rihand industrial corridor (such as NTPC Rihand and private industrial clusters).

What is the Sone Water Dispute?

The Bansagar Agreement (1973/1978): A tripartite agreement signed between Madhya Pradesh, Uttar Pradesh, and undivided Bihar allocating 14.25 MAF of estimated annual Sone river yield:
Madhya Pradesh: 5.25 MAF
Uttar Pradesh: 1.25 MAF
Undivided Bihar: 7.75 MAF

The Post-Bifurcation Impasse (2000–2026): When Jharkhand was carved out of Bihar in November 2000 under the Bihar Reorganisation Act, 2000, undivided Bihar’s 7.75 MAF share remained legally un-apportioned between the two successor states.

Competing State Requirements:

Jharkhand’s Stand: Demanded a dedicated 2.00+ MAF share to expand irrigation in its drought-prone tribal districts (Palamu and Garhwa) and complete the stalled North Koel (Mandal Dam) and Kanhar reservoir projects.
Bihar’s Stand: Feared that upstream storage by Jharkhand would reduce downstream inflows at the Indrapuri Barrage, starving the standing paddy crops of the Shahabad region during lean seasons.

Long-Standing Negotiations: Several rounds of bilateral talks mediated by the Central Water Commission (CWC) and the Ministry of Jal Shakti remained inconclusive for 25 years until the 2026 breakthrough.

Highlights of the Sone River Agreement (2026)

Clear Water Allocation Formula: Out of the joint 7.75 MAF quota, Bihar receives 5.75 MAF and Jharkhand receives 2.00 MAF annually, establishing a predictable water-accounting baseline.

Revival of the Indrapuri Reservoir Project (Kadwan Dam): Clears the statutory path for Bihar to construct the long-delayed Indrapuri Reservoir on the Sone River upstream of the barrage, creating strategic monsoon storage.

Operationalisation of the North Koel (Mandal Dam) Project: Both states agreed to complete the remaining canal lining and dam gates under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), irrigating 1.11 lakh hectares in Bihar (Aurangabad, Gaya) and 19,604 hectares in Jharkhand (Palamu, Garhwa).

Data Deficits & Mistrust Over Hydrological Figures: Upstream and downstream states frequently dispute gauge data during lean months in the absence of independent telemetry.

Groundwater Depletion in Riparian Basins: Over-extraction of groundwater in the Sone basin decouples base-flow recharge from subterranean aquifers to river channels.
