West Bengal Public Service Commission conducts the West Bengal Civil Service exam annually for recruiting eligible candidates under numerous Executive Group A, B, C , D posts. WBCS (Exe.) etc. (Pre.) Examination 2024 will be held on 7th September 2025.

Important Information

West Bengal Civil Service (Executive) etc. Examination 2024 shall be held as per old scheme & syllabus as laid down under Notification No. 437-PAR(WBCS) / 1D-389/13 dated 27.02.2014.

The new pattern & syllabi for the said examination as laid down under Notification No. 361-PAR(WBCS)/1D-179/21 dated 15.03.2023 and its subsequent amendments in terms of Notification No. 1060-PAR (WBCS) / 1D- 179/21 dated 24.07.2024 shall come into effect on and from the West Bengal Civil Service (Executive) etc. Examination, 2025.

Understand WBCS Exam Structure

WBCS selection process is divided into three stages: Preliminary Exam, Mains Exam & Personality Test.

Preliminary Exam is qualifying in nature while final merit list is based on the performance in Mains Exam & Personality Test. 

WBCS Preliminary Exam Pattern 

Preliminary Exam serves as first step in WBCS selection process & acts as a screening test for shortlisting candidates for Mains. 

Type of Questions: Multiple Choice Questions.

Marks & Questions: A total of 200 questions each carrying 1 mark with negative marking for incorrect answers.

Duration: 150 minutes.

WBCS Personality Test

The final stage of WBCS selection process is Personality Test designed to assess a candidate’s traits, general awareness and suitability for administrative roles. Marks are allocated based on the candidate’s group:

Group A & B: 200 marks.

Group C: 150 marks.

Group D: 100 marks.

Different types of Posts in WBCS

Candidates can prioritize their preferences among these groups during the selection process. Final postings are based on exam rankings, vacancies & government requirements at the time of appointment.

Eligibility Criteria for BDO

Educational Qualification

  • A Bachelor’s degree (any discipline) from a recognized university.
  • Final year students cannot apply unless they have completed their degree before final stage of selection.
Age Limit (As per the latest notification)
  • General category: 21 to 36 years (as of January 1 of exam year).
  • OBC: 21 to 39 years (3 year relaxation).
  • SC/ST (West Bengal only): 21 to 41 years (5 year relaxation).
  • PwD candidates: Up to 45 years.
Language Requirement
  • Candidates must be proficient in Bengali (reading, writing, speaking).
  • This requirement does not apply to those whose mother tongue is Nepali (e.g., candidates from Darjeeling).
Nationality
  • The candidate must be a citizen of India.

Roles & Responsibilities of a BDO in West Bengal

A Block Development Officer is key administrative officer responsible for implementing government policies & development programs at the block level. The role is multifaceted covering governance, development planning, public administration.

1. Block Development Planning & Execution

  • Formulation of development plans based on local needs & available resources.
  • Execution of rural development projects including roads, irrigation, electrification, drinking water schemes.
  • Collaborating with Panchayati Raj institutions for decentralized governance & participatory development.

2. Implementation of Welfare Schemes

  • Ensuring effective implementation of Central & State government schemes such as:
    • Mahatma Gandhi National Rural Employment Guarantee Act– Ensuring wage employment for rural workers.

    • Kanyashree Prakalpa – Supporting financial aid for girl children.
    • Sabuj Sathi Scheme – Ensuring free bicycles reach eligible students.
    • Swasthya Sathi Scheme – Overseeing execution of free health insurance.

3. Financial & Resource Management

  • Preparing as well as allocating budgets for different development activities within block.
  • Monitoring fund utilization & preventing financial irregularities.
  • Auditing accounts & ensuring transparency in financial transactions.

4. Coordination with Government Departments

  • Acting as bridge between district administration & different government departments like health, education, agriculture & rural development.
  • Collaborating with police & revenue departments to maintain law & order.
  • Working with NGOs & private organizations to improve social welfare programs.

5. Infrastructure Development (Supervise)

  • Roads as well as bridges for better connectivity.
    • Schools as well as colleges to improve literacy rates.
    • Health centers & hospitals for better healthcare access.
    • Irrigation systems to support agriculture.
    • Sanitation & drinking water facilities under schemes like Swachh Bharat Abhiyan.

6. Monitoring & Evaluation

  • Conducting field visits to ensure implementation of development projects.
  • Identifying gaps in project execution as well as suggesting improvements.
  • Preparing reports & submitting them to higher authorities for review.

7. Revenue & Administrative Duties

  • Managing land records.
  • Monitoring land acquisition processes.
  • Issuing various government certificates such as caste, income, residential certificates.

8. Public Grievance Redressal

  • Holding public meetings (Jan Sunwai) to listen to & address grievances.
  • Resolving land disputes & other administrative conflicts.
  • Ensuring quick resolution of issues related to welfare schemes, pensions, food distribution.

9. Election Duties

  • Acting as Returning Officer during elections for Panchayats & legislative bodies.
  • Conducting voter awareness programs to encourage participation in elections.

  • Coordinating disaster relief efforts during floods, cyclones & other natural calamities.

  • Assisting police & district magistrates in maintaining peace in block.
  • Managing protests, strikes, public demonstrations.

  • Implementing schemes like PM-KISAN & Fasal Bima Yojana for farmers.
